U.S. to Allow Self-Certification for Diamond Mining Country

In a move to streamline compliance, U.S. Customs and Border Protection (CBP) will permit diamond and diamond jewelry importers to self-certify the country of mining for their gemstones starting in April 2025. This new rule, aimed at increasing transparency, will work similarly to sanctions on Russian diamonds. Importers will need to declare the mining country when their diamonds enter the U.S., but they are not required to submit supporting documentation at the time of import. However, they must keep records, such as certificates of origin or purchase orders, which they can provide to CBP upon request.

While the exact start date in April 2025 remains unclear, questions remain regarding diamonds weighing less than half a carat and whether diamonds purchased before March 2024 will fall under this new rule.
